The general wind in high atmosphere going towards East direction finds explanation in the West general relative movement of the sun, which heats the air in the morning (west side of the map, positive relative pressure) while cooling down the air in the evening (east side of the map, negative relative pressure), therefore creating a potential from the first to the later, in which the air finds its way as a wind to East. The Coriolis effect explains why North and South waves appear in the East wind, and do not justify why there is a wind to begin with.
